Supporting HB 96 would strengthen Illinois law and address many of the gaps in the current law that have enabled recent mass shootings in Illinois, including the recent incidents in Aurora and Mercy Hospital. Key elements of the bill include: Requiring FOID applicants to apply in person and submit fingerprints as part of their application Reducing the FOID card duration from 10 years to 5 years Requiring a background check for all gun sales, including those by a private seller Mandating action by State Police to remove guns once a FOID card is revoked We need to know whether someone's actions make them ineligible for a FOID card and if and when a FOID card is revoked, the guns of the revoked card owner should be removed too.
