Name: Fred Moulton

POSITION FOR WHICH YOU ARE A CANDIDATE:

Elgin City Council

Why are you seeking this position?

I am running for City Council to help compliment and contribute fresh perspectives as to the policies of how Elgin is run; to assess and to improve staffing levels of Elgin’s First Responders, especially the Fire Department and to stop the talent drain in all departments, include Code Compliance. Also, to apply fair and realistic accountability to the City budget process and to improve the quality of the City’s infrastructure and all of Elgin’s neighborhoods.

What experience and background do you have which qualifies you for this position?

I have 40-years of business experience in staff management, contract negotiations, large budget creation and management (in excess of $150-M), team building and confrontation mitigation. I am non-confrontational. I am responsive, compassionate and pride myself on my integrity and openness. I listen! I am a strong neighborhood Advocate having been a member of numerous associations; I am a member of the Elgin Parks and Recreation Advisory Board. I have been endorsed by the Elgin Assoc. of Firefighters, IAFF Local 439 and the Elgin Trades Council.

What will be your greatest challenge if elected?

The greatest challenges are 1): Determining and budgeting for the proper staffing levels of the Fire Department, which over the past 9 years has seen an 11% decrease of daily shift staffing yet a 13% increase in calls for service. Also we’ve seen a decrease in equipment (1 ambulance, 1 engine) all the while the City continues to expand in population and geographic size. We also need to staff and fund the chronically understaffed Code Compliance Department and rethink some City Ordinances to be more in tune with today. 2): Negotiate a fair and reasonable new waste hauling contract and 3): To help heal the divisions of recent police and other social activities, bringing us all together with compassion and understanding.

Will you attend the March 9th Elgin Candidate Forum? Yes, I will attend the forum
